Armando Broja's move to Ipswich is on the brink of collapse following his medical, talkSPORT understands.
The Tractor Boys are in talks with Chelsea over the terms of the deal, which was a loan with a £30million obligation if they stayed.
Everton remain interested in Broja, who looked almost certain to join Ipswich this summer after a deal was agreed in principle.
The move is understood to have stalled due to issues with paperwork, and while it is not completely ruled out, Ipswich are believed to be considering alternative targets.
Broja is not part of Enzo Maresca's plans at Chelsea, but the potential failure of his move to Portman Road raises the possibility that he could stay.
The Blues are keen to cash in on unwanted academy players to help comply with Earnings and Sustainability Rules, having splashed out on ten new players this summer.
Conor Gallagher was recently sold to Atletico Madrid for £33m and Trevoh Chalobah is also on the transfer list.
Broja was loaned to Fulham in the second half of last season but barely featured due to Rodrigo Muniz's poor form.
The 22-year-old returned from a serious knee injury in September 2023.
