Everton fan Tony Bellew says Manchester City should be sent to the conference amid an ongoing investigation into alleged financial breaches.
The former WBC cruiserweight champion was left furious by the Premier League's decision to pull out. Everton ten points, before later being reduced to six, for failing to meet profitability and sustainability standards.
Nottingham Forest became the last team to break the rule and got four points were deducted on Monday.
But the wait continues to know the fate of Manchester City despite the Premier League bringing the alleged infractions to light in February 2023.
This sparked a huge backlash from fans like Bellew, who accused the Premier League of applying double standards.
“You have a team in city of manchester who have had more charges than I can imagine, and no charges will be brought against them,” Bellew told talkSPORT.
“It's an absolute disgrace and then Nottingham Forest who have done much worse than us but get less deduction points.
“It does not make any sense. The Premier League is not doing anything right and is destroying football all by itself.
“It is so difficult. We could take another point deduction and where is the justice in that?
“If they took another two points away from us, it would be eight (points). “You have taken four away from Forest who have more (burdens) than us.”
Bellew did little to hide his frustration and took aim at the treble winners in spectacular fashion.
The boxer-turned-pundit compared City's plight to that of Everton before offering a rather bold prediction about where Pep Guardiola's side could soon play.
And he added: “It's a disaster and now I don't know how to fix it. Where does it end? Man City will end up in the conference if this happens. You can't have 115 charges, you did us for ten points.
“A club could go into administration, which means you have failed at every level and only get nine points (deducted). They took ten from us, which is crazy. That is a misfortune.
Bellew went on to discuss the impact the Premier League's sustainability and profit rules are having on top-flight football in England.
The 41-year-old claims the current process is creating a disparity between the top six clubs and the rest of the pack and predicted dark days ahead.
“It's going to ruin the game,” he added. “These big six they talk about all the time, what you're doing is distancing them from the rest of the field. By putting this rule into play, you're saying you can't catch those big clubs.
“How are Newcastle, with the investment they have, expected to catch the likes of Man City and Liverpool If they can't spend?
“It's crazy. You've created another league within a league. The league is made for the big six.”
