The Uruguayan international, recently recovered from a suspension, took advantage of a corner taken by Pedro Porro at the near post to beat José Sa with a header.
Spurs could have completed the comeback in the 43rd minute after being awarded a penalty for a foul on Brennan Johnson.
However, captain Heung-min Son could not find the back of the net, and Sa dived to his right to avoid the South Korean's penalty.
However, the comeback was completed in the third minute of first-half stoppage time thanks to Welsh striker Johnson.
Johnson combined brilliantly with Dejan Kulusevski down the right channel, with the former feeding the latter outside the box.
Kulusevski then slid into the box before backtracking towards his team-mate, who made no mistake as he shot towards the near post.
But Spurs were unable to build on their lead in the second half, and Destiny Udogie added to her injury woes by coming off with a suspected hamstring knock.
And to make matters worse for the hosts, Jorgen Strand Larsen tied the score in the 87th minute with a fantastic shot that sailed into the roof of the net.
Both teams pushed for a late win, but had to settle for a point in their final game of the year.
A victory for Spurs, who have ended consecutive defeats, would put them in tenth place in the table.
But instead they remain in 11th place, having won just once in their last seven top-flight games.
As for Wolves, they remain unbeaten in their first three games under new boss Vítor Pereira, with the visitors now two points clear of the bottom three.
