The versatile Spaniard, who can play both as a centre-back and right-back, currently has 18 months left on his contract.
He arrived at Celta from Barcelona in 2022 and has been capped twice by Spain.
The 25-year-old has made 17 appearances in La Liga so far this season, scoring two goals and providing five assists.
Mingueza would be Unai Emery's first signing in the January transfer market.
The Spaniard previously spent almost £150m on eight new signings over the summer.
As for Carlos, the Brazilian's contract will also expire at the end of the next term.
The 31-year-old is currently sidelined with a foot injury but is expected to return to action this month.
Carlos has appeared 17 times this season, including all six of Villa's Champions League games.
